Documents go missing from Env. & Forest Dept: ASKA

ITANAGAR, Jun 03: Arunachal Shito-Ryu Karate-do Association (ASKA) has strongly demanded the Department of Environment and Forests, Itanagar for immediate recruitment of posts under sports quota for meritorious sports persons, the advertisement for which was published in local dailies in 2010.

ASKA in a release alleged that, the documents of some of the eligible candidates under meritorious sports quota submitted to the department have reportedly been found missing from the office file for which, it calimed, the department is not conducting the recruitment process since last two years. “The fact was revealed after the department failed to furnish documents of those candidates as sought by one of ASKA officials through RTI,” the release claimed.

ASKA strongly condemned the Dept. of Environment & Forests for this gross negligence and appealed to the Govt. to take immediate action against the officers and officials responsible for it.

It further appealed to the Arunachal Olympic Association (AOA) and other state sports associations affiliated to AOA to intervene in this matter for early conduct of the recruitment process by the department concerned.

 

36th Bn CRPF celebrates 44th Raising Day

ITANAGAR, Jun 03: The 36th Bn of Central Reserve Police Force (CRPF) deployed at Tirap and Longding, celebrated its 44th ‘Raising day’  with a two day programme on June 1 and 2 with much fanfare.

A fair with various food stalls, games and musical cultural  programme was organized  at the battalion headquarter at Khonsa.

Arunachal Pradesh Legislative Assembly Speaker W. Lowangdong attended celebration along with Tirap SP Vikramjeet Singh and other civil dignitaries and public leaders. The Speaker lauded the 36th Bn CRPF for their service to the nation and contribution towards development of the people within their area of operation.

GIFCC discusses policies

ITANAGAR, Jun 03: Galo Indigenous Faith and Cultural Council (GIFCC) has discussed policies and programmes in its meeting held at Naharlagun today.

Addressing the meeting GIFCC president Nyamo Dojeh and secretary general Hendo Taipodia stressed on the need of united efforts for promotion and preservation of Galo indigenous faith and culture.

GIFCC Treasurer Gobom Ete emphasized on proper coordination for effective working of Kargu Gamgi, Local Prayer Centre of Galo Community. Among others, Jumbi Karbak, Secretary (Women Wings) GIFCC also spoke in the meeting which was presided over by GIFCC spokesman Dr. Tai Nyori.

 

Contractors resent corrupt practices

ITANAGAR, Jun 03: All Arunachal Contractors Welfare Association (AACWA) vigilance cell today urged the authorities to stop corrupt practices in the Govt departments.

The vigilance cell of the association in a release today alleged that many departments in the state are awarding contract works with total violation of  official formalities and established rules.  Such illegal distribution of contract works results in low quality works and also hampers  development process, the release said. It department high level enquiry in to such bad practices and stop the salary of Govt staff who demands commission from the contractors in regard to contract work.

 

BDO clarifies allegations

ITANAGAR, Jun 03: The Block Development Officer, Mebo Circle in East Siang district has refuted the allegation of fund mismanagement.

Reacting to a news item published in this daily on June 2 under the headline “RTI activist lodges FIR against officers” the BDO clarified that there is no room for mismanagement and misappropriation of fund/schemes.

The BDO said that after inspection of the buildings by Planning Officer, payments were made by higher authority and the buildings were also handed over to the respective Department after completion.

The BDO appealed to the activist to refrain from such baseless allegation adding that mere unfounded allegations on doubt tarnish the image of a sincere Government servant.

Girls outshine boys in APJEE-2012

ITANAGAR, Jun 03:  Girls have outshined boys in this year’s Arunachal Pradesh Joint Entrance Examination (APJEE) 2012 for both diploma and degree courses conducted by Arunachal Pradesh State Council For Technical Education.

In category-I degree PCB group, Habung Yarang of Gyan Ganga Vidyapeeth, Itanagar has topped followed by Hage Amung, VKV Itanagar, Tagru Raju, Kingcup Public School, Itanagar, Chinging Sumpi, JNV Yachuli and Austin Tayeng of JNV Yachuli. Three girls including topper Habung Yarang have made to the list of top five.

In Category-I degree PCM group, Millo Uttung of VKV Itanagar has secured first position followed by Riba Gyadi, Govt Higher Secondary School Seijosa, Austin Tayeng, JNV Yachuli, Tage Khoda, JNV Yachuli and Hibu Akha, Delhi Public School, New Delhi.

Further in category-II for degree PCM group Keshav Kumar of Govt Higher Secondary School, Telam and in category-II for degree PCB Chetan Kumar Ray of Govt higher secondary school, Chowkham have respectively topped the list. In Diploma, Hage Angku has topped in category-I while Dhiraj Kumar topped in category-II, Bikash Kumar Prasad in category-III and Khirod Biswas in category-IV.

Hage Amung who secured 2nd position in Category-I for PCB said that she wants to become heart surgeon in the future. Daugther of Er Hage Pilliya, Amung is a product of Vivekenanda Kendra Vidyalaya, Itanagar. She hails from Hari village, Ziro. She attributed her success to support from her parents and her personal hard work.

However, the most inspiring success stories are that of Tagru Raju and Riba Gyadi.   Tagru Raju hails from Tali circle under Kurung Kumey district. His father Tagru Tarak is a constable with Arunachal Pradesh Police and is currently bodyguard of Tali MLA Markio Tado. He has also made to rank 157 under ST category in prestigious pre-medical test (PMT) examination conducted by CBSE. While talking to this daily he expressed joy over his success and said he is looking forward to go for medical study. Riba Gyadi who has secured 2nd position in category-I PCM group hails from remote East Kameng district. He passed out class XII from government higher secondary school, Seijosa. His father is a peon with office of additional deputy commissioner, Seijosa. Riba after completing his engineering wants to become environmental activists. The results are available on websites www.apjee.info and www.apdhte.nic.in.

Hage Amung, Tagru Raju, Riba Gyadi and Chinging Sumpi are also products of Vidyamandir, Itanagar.

 

 

JSPL to establish polytechnic, hospital in Raga

NEW DELHI, Jun 03: Working overtime with a vision for accelerated development in the state, Chief Minister Nabam Tuki today succeeded in getting the nod for opening of a polytechnic, a multi-purpose hall and a 20-bed hospital in Raga Assembly constituency. Naveen Jindal, owner and CMD of Jindal Steel and Power Limited (JSPL), gave his consent to do the same to Tuki when they met here and discussed on prospects of coordination in interest of the state.

The Chief Minister, along with Marina Nido, Chairperson of Arunachal Pradesh State Social Welfare Board, had called on Jindal armed with a memorandum requesting several proposals for overall development in the area that was earlier submitted to him by the Subansiri Power Project Local Implementation Committee.

In a positive response to the demands in the memorandum, Jindal agreed to the proposals for establishment of a polytechnic with a Multipurpose Hall and a Hospital.

Jindal also assured the Chief Minister that JSP Limited will adopt a Government School in the constituency and develop the same on its own. Media Cell, CM

 

 

Bamin villagers decry drinking water problem

RUKSIN, Jun 03: Drinking water scarcity is a perennial problem for the villagers of Bamin under Bilat circle in East Siang, which is causing a great deal of dissatisfaction among the villagers.

It is alleged that the PHED, in the pretext of ongoing Ledum Mega project, is doing nothing to improve water supply system in the rural areas. Even the much-hyped Ledum Mega project worth Rs 20 crore, which covers as many as 30 villages, is yet to be materialized though the scheduled time for its completion has expired.

The villagers of Bamin village have blamed the negligence of the PHED officials for  scarcity of water. Though there is a PHED section office at Bilat, not a single official resides therein to look after the water supply system, they say.

It is said that the pipeline, which is connected to 1000 litre reservoir at Peneng river, has failed to supply adequate water to the village, causing immense suffering to the residents.

The villagers further allege that the supplied drinking water is unhygienic and without proper treatment which is causing many water borne diseases. The Pa:sak portion of Bamin village are worst sufferers of the problem.

“About 112 families of my locality are worst sufferers… We are seeking help from the local student union’s to press the concern department for improving the water problem and also seeking action against the PHED, Pasighat Sub division for allegedly neglecting the water supply system”, said Neyi Taloh, a lady Anchal Samity Member of Bamin (Pa:sak).

“Water supply to Pa:sak portion is inadequate. Though a water tap is installed here but it is not dependable at all. I collect water from Peneng river for consumption and other household purposes,” said a house-wife of the village, who is residing at the corner of the village.

Same situation is also reported by the Bamin-I ASM Ellison Siram, who has urged the PHE department to publish a "white paper" on their achievements along with the detailed financial sanctions received by the department.

 

 

Board members satisfied with medicine quality

Anini, Jun 03: The medicines procured under UNTIED Fund during 2011-12 for Dibang Valley district are found satisfactory after proper verification by Board members, reports DIPRO.

Dibang Valley Deputy Commissioner Abu Tayeng personally visited the District Medical Hospital during the verification process. He instructed the members to verify the quality of medicines, validity etc as per the terms and conditions given in the supply order. He also instructed them not to compromise with the quality of the supplied medicines and to reject those which are of sub-standard quality.

The medicines were procured through registered firm/supplier by inviting tender for the purpose, informed DPO Dibang Valley C.W.Chautang. He requested the authority to procure the medicines under BADP too in the same process. DIPRO

 

 

AYSU demands for immediate posting of regular DC in Lower Subansiri

ITANAGAR, Jun 03: All Yachuli Students’ Union (AYSU) has demanded the state government to immediately post a regular deputy commissioner (DC), preferably an IAS cadre, at Lower Subansiri district.

Describing the problems faced by the general public in getting their officials works done due to absence of a regular deputy commissioner since the transfer of former deputy commissioner Nila Mohanan, AYSU president Toko Nega urged the authority concerned for posting of an experienced/efficient administrator, preferably an IAS cadre in the post considering the general sensitivity of the district.

He also appealed for creation and making appointment to group ‘C’ and ‘D’ posts in Yachuli ADC  Hqs for smooth functioning. He said that the present ADC is over burdened by workload due to non-appointment of staff which has caused delay in all official works.

“We also demand to start functioning of the SE (PWD) office at Yachuli, which has already got the approval, at the earliest,” the AYSU president said.

Expressing concern over delay in approving a Polytechnic institute in Yachuli as assured by Chief Minister during his last visit to the area in February, the AYSU president urged the authority concerned to approve the Polytechnic immediately.

He also expressed strong resentment over delay in completion of the Guest House, which was started two years back, and urged the executing department/contractors to complete it immediately. He further urged the authority concerned for early completion of the ADC office building, Yachuli and PWD divisional office at Yazali.

 

 

 

No need to press panic button: DA

ITANAGAR, Jun 03:  A day after a reported tension shimmered at Nomara in Dissing -Passo circle of East Kameng district following the wild confrontation over the land issue between Adivasis and locals residing along the boundary, East Kameng district administration today reassured that there is no need to press panic button saying situation is limping back to normalcy.  

Speaking to this daily here this afternoon over telephone East Kameng deputy commissioner Tope Bam said that there is nothing to worry about it as he has already directed the additional deputy commissioner (ADC) Seijosa to assess the incident.  Accordingly, ADC along with police personnel rushed to the spot today to take stock of the situation and would submit the reports very shortly.  

Bam further quashed the report of prevailing tension in the area following the incident.  However, he confirmed the confrontation between Adivasi mob and local people but, he said, subsequently it was brought under control by the Assam police and CRPF personnel.

He disclosed that Sonitpur (Assam) deputy commissioner and superintendent of police were so cooperative during the incident.  The DC informed that he himself and SP are maintaining close coordination with Sonitpur DC and SP in Assam and  updating the situation.  The  DC said there is no need to worry about it. He further informed that  already a joint meeting of SPs and DCs of both Sonitpur (Assam) and East Kameng has already been fixed at Bhalukpong later this week. The DC appealed to people not to give false information on incident as boundary is very sensitive issue which could aggravate the situation. It is said that the incident broke out when a group of Adivasi  temporarily settling under local people’s land as tenants were asked to vacate from the land by the local people.

Meanwhile, All East Kameng Border Students Union today demanded immediate deployment of police force at the area to instill sense of security among the local people. The Union also demanded the state government to provide immediate relief to the local people.

 

 

IHHL mission under TSC

ITANAGAR, Jun 03: The Papum Pare District Water Sanitation Committee (DWSC) under PHE Division Yupia in collaboration with the NN Charitable Society (NNCS) conducted the village-wise campaign on Total Sanitation Campaign (TSC) in Toru panchayat, Pawar panchayat and Rayee Panchayat under Toru Circle on May 23 and 24 respectively.

Addressing the participants as resource person, Techi Ragi, NNCS Project Officer requested them not to dispose the human excreta in open area as it causes communicable diseases. Ragi said that every individual should have own toilet and in an endeavour to help the community maintain good  health and hygienic life, the Govt has come up with Individual House Hold Latrine (IHHL) scheme in every village.  He called upon every individual to construct latrine under the IHHL scheme.

Nangbia Amar Dui, Chairman NNCS called on the community to make sure about the proper output of the TSC scheme. He called upon the PRI leaders to involve themselves for successful implementation of the TSC and also urged the  department concern to implement the IHHL scheme  properly.

Among others, Tana Nido, ASM Toru panchayat also spoke on the occasion.

The resource persons also interacted with the villagers of the three Panchayat and found that the villagers are facing problems due to lack of proper sanitation, safe drinking water, sanitary latrine. The GPM Chairperson of the Pawar panchayat, Tana Sinda requested the government to look into the matter at the earliest to stop water borne diseases especially during the rainy season.

 The HGBs, GBs, and PRI leaders and members of different farmer’s club and SHG leaders took part in the awareness programme and requested the department concerned to start IHHL mission immediately.

 

 

Ering visits Dambuk

ITANAGAR, Jun 03: Member of Parliament Ninong Ering visited Dambuk, Lower Dibang valley district today to get first hand information on grievances of the people of Dambuk circle.

His visit came in the wake of public demands for early completion of bridge at Sisiri River and numerous hardships being faced by the people.

The people of Dambuk area used to face the perennial problems of communication bottleneck particularly during rainy season as the area remained cut off for seven-eight months in a year due to Sisiri and Dibang River, giving untold miseries to the people of the area.

In a public meeting held on the occasion,  Dambuk and Dibang Adi Students Union (DASU) submitted a memorandum to MP which include  demand for upgradation of Dambuk into independent ADC headquarter.

The public also appealed to the MP to mitigate the problems being faced by the people.

Meanwhile, responding to various demands, Ering assured to extend maximum help and informed that Sisiri Bridge would be complete by March, 2014.

He advised for judicious use of public money and assured to sanction funds from his MPLAD fund for some of the incomplete minor project of the area.

Ering was accompanied by former MLA Roding Pertin, Circle Officer Eving Yirang and other officers.

 

 

AAPPTF GBM held at Bomdila

ITANAGAR, Jun 03:  General Body meeting of All Arunachal Pradesh Public Transport Federation, (AAPPTF) West Kameng District Unit was held at Bomdila yesterday which was chaired by Dobin Sonam, State General Secretary AAPPTF.

Several key issues like Assam-Arunachal Corridor agreement and requisition of passenger vehicle by Army personnel were discussed and resolutions were also passed during the meeting.

The house unanimously decided to urge the government for immediate review of corridor agreement with Assam government and other issues.

Addressing the house, Sonam advised the all the commercial vehicle owners and drivers to work in unison and serve the public with dedication and honestly.

AAPPTF, West Kameng District Unit, Chairman Tsering Wange briefed the house about the benefits of being a member of AAPPTF. He urged the members to make the best use of the AAPPTF Office which was inaugurated by MP Takam Sanjaj recently.

AAPPTF, West Kameng District Unit, President Jimmy Jebisow highlighted accident monetary assistance given to different commercial vehicles on Bhalukpong-Bomdila road in the past two years.

AAPPTF, West Kameng District Unit, Secretary Barun Khaduju also spoke on the occasion.

On the occasion, Secretaries and Joint Secretaries of Federal Units Nima Tsering and Pasang Norbu of West Kameng Tata Sumo Union, P D Jamsenpa and Sang Drakpa of West Kameng Tata Mobile and Max Pick Up Union, Tempa Tsering and Gokul P Sharma of West Kameng Truck & Bus Union were felicitated.

Later, AAPPTF Executive Committee Members accompanied by Federal Unit secretaries   appraised district SP SB Tamang  about the need for strengthening traffic regulations, conducting joint Traffic Awareness Programme and lifting Itanagar bound night super bus stoppage (11 pm to 4 am) at Bhalukpong Checkgate which has been a major cause of inconvenience to the transporters and the passengers.

The meeting was attended by scores of owners and drivers of all commercial vehicles of the district.

Security concerns

A hundred-and-sixty girl students were admitted to a hospital in northern Afghanistan in recent part after their classrooms were poisoned with a poisonous spray, according to media reports.

This was the second incident of its type within the space of one week. While the earlier incident too took place in the same province,  the recent  incident has been reported from the Aahan Dara Girls school in the provincial capital of Talokhan.

Earlier, over 120 schoolgirls and three teachers were  reported struggling for life after the premises of their school in the northern Takhar Province was poisoned with an unidentified air-poisoning powder. In that case, the school-girls and their teachers from the Bibi Haji School were said to have been hospitalized after they lost consciousness. The students in that case too, had complained of nausea and headaches.

According to the country’s education ministry, 550 schools have stopped their educational activities, mainly classroom education, due to security concerns.

According to the international aid agency, Oxfam, there were 2.7 million Afghan girls enrolled in school as of September 2011. Compared against a figure of 5,000 girls going to school in 2001, this is a 480-fold increase. Oxfam stresses that while the numbers are encouraging, Afghan girls still face many barriers to receiving education.

Preparation turmoil

Dear Editor,

I’m a UPSC aspirant from Mirsam village, Pasighat. It is a good environment for students to study. However, the power supply is not supporting me to prepare for competitive exams. There is no electricity, even though if it comes it gives very low voltage. As a result,  I’m not able to watch news channels nor surf the internet. About the dailies, it comes late, some dailies even don’t reach here, which is a disadvantage for preparing the highest level of examination. Facing all these difficulties to collect information, I bought a radio so that I can at least get the information from there. To my surprise, the station is always bad with lots of statics and most of the times it doesn’t even broadcast. These are the basic gadget for preparation, which I am deprived of. Pasighat, the oldest town in Arunachal Pradesh is really becoming old, feeble and weak. It is not letting the younger generation grow and avail the equal opportunity what others have.

Yet he has miles to go

Dear Editor,

It is a matter of great pride for all the Arunachalees that one of her sons had topped the U-16 All India Tennis Association Championship overcoming untold hardship. This event has created a sense of confidence into the dying spirit of young Arunachal.Yet he has miles to go, to becoming a star, which requires best of training, and training requires finance, which is a scarcity for most of the Arunachalees including Mingkhi Talom.

It  is time to take cognizance of this opportunity, to come together, to come above board and stand rock behind Mingkhi Talom, for he could become an idol, a beacon for future generation.

Where are the plethora of unions and organizations - only congratulatory gesture will not finance for his training. The sleepy bureaucracy needs to be shaken up, for in Mingkhi Talom's success lies the success of Arunachal.

Irregular power supply

Dear Editor,

For last couple of months, residents of Barapani Sector, Naharlagun, are facing irregular power supply, particularly during night hours. Such irregular power supply in summer season is creating innumerable problems for the residents. When inquired about the causes of such irregularity, the men at Power House told us many meaningless reasons. The facts are that duty men in night hours are  neglecting their  duty towards the line pages of Barapani Sector.

Many theft/burglary incidents happened in this sector during night hours because of non-availability of lights. Moreover, many students who are preparing for their exams are the worst sufferers due to irregular power supply. This is not because of non-availability of power, but because of negligence of power Department, Naharlagun toward Barapani Sector. We need lights at night, not the darkness in our areas.

Inner Line Permit

Dear Editor,

I would like to draw the attention of concern authority regarding checking of Inner Line Permit. As a concern citizen, I have been observing for the last many months that arrival of people in our state from neighboring states like Nagaland, Mizoram, Manipur etc. has been increasing day by day. They are coming in our state for various purposes – official, business and educational purposes or as job seekers. It is good to see that our state is on the path of development and that is why arrival of outsiders is increasing.

As we all know that our Arunachal is one of the most peaceful states in entire North-East and being an indigenous tribe we get special protection from the Govt. of India in the form of Inner Line Regulation  of   1873. According to the Regulations, outsiders, whether non-APST or tribal of other NE states,  should have Inner line Permit  for visiting Arunachal Pradesh.  But while checking the ILP in check gate,  our security guards and police used to get fooled as people of our neighbouring states have    similar appearance  and look like us. Many a times our police allow them to enter without any checking as it is very difficult for security personnel to identify the outsiders due to their similar appearance with Aru-nachalees.

If the effective measures are not taken, one may take advantage of similar look to enter Arunachal with bad intention, which may not be good for our state.

Therefore, it is my request to concern authority and state Govt. take effective measures to control such practices as we all know that "Precaution is better than cure."
